Thanks for the help. I would have liked to get a definitive answer on how to cite my particular reference, but I understand that it is obscure. I couldn't find the answer on my own either for how to cite a brand-new executive order that has not yet been published in the Code of Federal Regulations. I'm just frustrated that my instructor marked me down for my citation and gave me incorrect instructions when citing an executive order in APA format.
